The description says the sliding beads are BPA-free, PVC-free, Phthalate-free, does that mean the rest of the toy is not? What kinds of plastics is it made out of?

Skip Hop does not use materials that intentionally adds BPA or phthalates (or PVC materials with phthalates) in any of our products. We test for restricted substances on a regular basis through our quality assurance procedures to assure that our products meet regulatory standards using an independent third party laboratory.

Wipe the surface only. You could use a mild soap if needed, but don’t submerge the toy, water will get stuck inside.
